1. Mr. Nguyễn Văn Bắc

1.1. As the head of the Provincial Inspectorate, he is accountable to the Provincial Party Committee, the Provincial People’s Council, the Provincial People’s Committee, the Government Inspectorate, and to the law for all activities of the Provincial Inspectorate; serves as the primary account holder of the agency. Directs and organizes the implementation of the functions, tasks, and powers of the Provincial Inspectorate in accordance with the law and the Working Regulations of the Provincial People’s Committee.

1.2. Oversees organizational structure, personnel affairs, training, professional development, and management of officials and civil servants; legal education and dissemination; emulation, commendation, and disciplinary work as delegated.

1.3. Responsible for inspection, handling of complaints and denunciations, anti-corruption, anti-negativity measures, and thrift practice and waste prevention within the agency; directs the implementation of grassroots democracy regulations. Serves as the Editor-in-Chief of the agency’s electronic information portal.

1.4. Serves as Chairman of:

  • The Council for Emulation, Commendation, and Discipline;

  • The Salary Grade Promotion Council;

  • The Council for Performance Evaluation of the departments;

  • The Council for Inspector Rank Promotion (Inspector, Senior Inspector);

  • The Legal Advisory Council of the agency.

1.5. Leads and directs state management activities on inspection, citizen reception, settlement of complaints and denunciations, and anti-corruption and anti-negativity within the province.

1.6. Directs internal affairs; administrative reform within the agency; implementation of the ISO 9001:2015 quality management system; research and application of scientific and technological advances; and digital transformation of the Provincial Inspectorate.

1.7. Signs and approves documents including: submissions to higher authorities as regulated; personnel-related documents; documents on emulation, commendation, and discipline; agency regulations; documents related to urgent and important tasks assigned by the Provincial Party Committee, Provincial People’s Council, Provincial People’s Committee, and Chairman of the Provincial People’s Committee; periodic and ad-hoc reports of the agency; decisions and inspection conclusions under the authority of the Provincial Inspectorate; decisions on complaint resolution and denunciation conclusions under the Chief Inspector’s authority.

  • Directly supervises Division of Professional Affairs No. 5 (participates in activities and emulation evaluation of Division 5).

  • Directs Division 5 in performing inspection, citizen reception, complaint and denunciation settlement, and anti-corruption/anti-negativity tasks within its assigned areas.

  • Performs other duties assigned by the Provincial Party Committee, Provincial People’s Council, Provincial People’s Committee, and the Chairman of the Provincial People’s Committee.


2. Mr. Lê Huy Long

2.1. Assists the Chief Inspector in state management of inspection work; assists in directing professional tasks under Divisions of Professional Affairs 3, 6, and 7.

2.2. Leads the review and assessment of practice in assigned fields.

2.3. Appraises professional documents under his responsibility before submission to the Chief Inspector; signs documents within assigned fields or as authorized.

2.4. Directly supervises Divisions 3, 6, and 7 (participates in activities and emulation evaluation at Division 3).

  • Directs these divisions in performing inspection, citizen reception, complaint and denunciation settlement, and anti-corruption/anti-negativity tasks within their assigned sectors.

  • Performs other duties assigned by the Provincial Party Committee, People’s Council, People’s Committee, Chairman of the Provincial People’s Committee, and the Chief Inspector.


3. Mr. Cao Xuân Hải – Deputy Chief Inspector of the province

3.1. Assists the Chief Inspector in state management of citizen reception and resolution of complaints and denunciations; leads and directs citizen reception activities, and the receipt, classification, and processing of petitions at the Provincial Citizen Reception Office and the Provincial Inspectorate; assists in directing professional tasks under Divisions 1, 8, and 9.

3.2. Leads review and assessment of practice in assigned areas.

3.3. Appraises professional documents under his responsibility before submission; signs documents within assigned areas or as authorized.

3.4. Directly supervises Divisions 1, 8, and 9 (participates in activities and emulation evaluation at Division 8).

  • Directs these divisions in performing inspection, citizen reception, complaint/denunciation resolution, and anti-corruption/anti-negativity tasks in their assigned fields.

  • Performs other duties assigned by the Provincial Party Committee, People’s Council, People’s Committee, Chairman of the People’s Committee, and the Chief Inspector.


4. Ms. Lê Thị Thu Hằng – Deputy Chief Inspector of the province

4.1. Assists the Chief Inspector in state management of anti-corruption, anti-negativity, inspection supervision, post-inspection review, and handling.

4.2. Leads periodic reviews and assessments in assigned fields.

4.3. Appraises professional documents under her responsibility before submission; signs documents within assigned areas or as authorized.

4.4. Directly supervises Divisions 2 and 4 (participates in activities and emulation evaluation at Division 2).

  • Directs these divisions in performing inspection, citizen reception, complaint/denunciation resolution, and anti-corruption/anti-negativity tasks in their assigned fields.

  • Performs other duties assigned by the Provincial Party Committee, People’s Council, People’s Committee, Chairman of the People’s Committee, and the Chief Inspector.
