HISTORY OF DEVELOPMENT OF THE SON LA PROVINCIAL INSPECTORATE THROUGH DIFFERENT PERIODS
I. HISTORY OF DEVELOPMENT
The Son La Provincial Inspectorate was established in 1963, immediately after the division of the Northwest Region.
In its early days, the Provincial Inspection Committee consisted of 05 officers reinforced from the Regional Inspection Committee, and later additional officers were assigned from Nghe An Province, Hai Phong City, and the Northwest Military Region. By the end of 1964, the Provincial Inspection Committee had 09 officers, including 04 with upper-secondary education, and the remaining with primary and lower-secondary education. During this period, inspection committees began to be established at district and town levels, as well as within several provincial departments and agencies.
In April 1965, while Son La Province was strengthening its inspection organizations and inspection officers were actively performing their assigned tasks, the Government issued a decision to dissolve the Inspection Committees at all levels to focus resources on the resistance war against the United States. Inspection duties were assigned directly to the heads of agencies at all levels, leaving only one inspection officer at each provincial and district People’s Committee Office to assist leaders in monitoring and urging the settlement of complaints and denunciations.
By August 1969, facing new national tasks and growing needs in inspection and complaints handling, the Government Inspection Committee was re-established at the central level on 11 August 1969 under Resolution No. 780/NQ-TVQH of the National Assembly of the Democratic Republic of Vietnam.
In Son La Province, after a period of preparation, the inspection sector was re-established on 18 November 1970 under the name Provincial Inspection Committee, which also prepared for the establishment of inspection and complaints-handling committees at district and town levels. In July 1977, these units were renamed Inspection Committees of Districts and Towns, and during the same period, 20 inspection committees within departments and agencies were also strengthened.
In February 1984, following Resolution No. 26/HĐBT of the Council of Ministers, the Provincial Inspection Committee was renamed Provincial State Inspection Committee, and the district and town committees were renamed District/Town State Inspection Committees.
In April 1990, with the promulgation of the Inspection Ordinance—at that time the highest legal document on inspection in Vietnam—the legal foundation and role of inspection activities in the national renewal process were firmly established. The inspection system from provincial to district levels and within departments and agencies was renamed Provincial Inspectorate, District Inspectorate, and Department Inspectorates.
